Arlington County, Virginia

Client: Arlington County, Virginia
Project type: Bikeshare planning & operations management consulting
Link: Capital Bikeshare and Bike Arlington
One of our longest-running projects, we assisted Arlington in creating and implementing Capital Bikeshare – the first large-scale regional bikeshare system in North America – in 2010. Since then, we have served as the County’s management consultant in growing the service and managing the operations contractor.
Tasks MetroBike performed include:
- sited 110+ existing stations with their 800 bikes;
- conducted a station condition analysis to determine components that needed repair or replacement and worked with respective operator and County parties to make the fixes;
- served as a member of the Capital Bikeshare board;
- negotiated with vendors and co-wrote contracts;
- co-authored and annually updated guidelines describing how the region’s seven member jurisdictions are to share revenues and responsibilities;
- wrote grant funding requests for state, federal, and private opportunities;
- obtained Virginia Department of Transportation (VDOT) authorization to spend $5+ million on federally funded projects;
- developed station sponsorship offerings and maintained relationships with sponsors;
- created a station implementation process for sites on public, private, and federal property that includes a comprehensive public input process;
- relocated stations and station components based on demand;
- inserted stations into developer site plans – both on- and off-street; and
- implemented the nation’s first cash payment program for bikeshare membership.
